that the Hong Kong Government case is not as strong
as it appears. There is probably no agreement

with the Admiralty except the letters in 7277.
and it will be noted from No. 6 and No. 7 on that
file that the $2,000,000 was offered to, and accepted
by, the Admiralty "in consideration of the evacuation
of the Arsenal Yard and Kellet Island Magazines".
The Admiralty are evacuating these areas, but the
Arsenal Yard is Colonial military land, and the

certainly maintain that the
Hong Kong Government is bound to allow the aerial
ropeway to remain in its existing position so long
as the ropeway is required for military purposes,
and that, if there is to be any diversion,
War Office
Hong Kong Government must pay the cost.

Government should, of course, have cleared up this
question of the ropeway before agreeing to pay
$2000,000 to the Admiralty.
